This is how I fixed it on many different machines and from the people who followed the steps correctly it seems like it helps them as well. The weird thing is I can still open programs if I open associated files. Spybot Search and Destroy found malware called "Fraud.DesktopSecurity2010" and "2011" on my PC. It removed the virus and fixed the problem with opening programs.
